Member Feedback Requested: Procurement Challenges

Shannon Chamber is seeking feedback from members on the challenges businesses are currently experiencing in relation to public procurement.

Chambers Ireland is gathering information from businesses across the country to better understand the practical issues companies are encountering when engaging with procurement processes.

We would be particularly interested to hear from Shannon Chamber members who have experienced barriers, difficulties or challenges when tendering for public sector contracts, whether that has prevented your business from bidding, made the process more difficult or costly, or affected your ability to secure contracts.

For example, have you experienced issues relating to:

  • The complexity or length of procurement processes
  • The time and resources required to prepare tenders
  • Tender documentation or requirements that are difficult for SMEs to meet
  • Financial, insurance or other qualification requirements
  • Contract sizes or structures that make it difficult for smaller businesses to participate
  • Lack of clarity around tender requirements or evaluation criteria
  • The amount of information or paperwork required
  • Tender deadlines or timescales
  • Difficulties accessing information about upcoming opportunities
  • The use of frameworks or other procurement arrangements
  • Feedback following an unsuccessful tender
  • Payment terms or other contractual conditions
  • Any other aspect of the procurement process that creates a barrier for your business

We are particularly interested in the practical impact on your business. For example, has a particular procurement requirement resulted in your business deciding not to tender, increased the cost of preparing a bid, required additional staff resources, or prevented you from competing for a contract?

If you have experienced any issues, we would really appreciate hearing from you. You do not need to provide a lengthy response – a brief description of the issue and how it has affected your business would be very helpful.

Your feedback will be collated and shared with Chambers Ireland to help inform its engagement on procurement policy and ensure that the experiences of businesses, particularly SMEs, are reflected in the discussion.
